Obstacles standing in the way of implementing the total quality management in Sana'a University -Yemen

This study aims at diagnosing the obstacles standing in the way of implementing the total quality management in Sana'a University in the Republic of Yemen. Sana'a University was chosen for this study due to the fact that it is the leading and the oldest Yemeni university. To achieve the goals of this study the researcher followed the descriptive analytical approach. After going through theoretical literature and previous studies, the researcher prepared a questionnaire of 61 questions in 6 fields related to the topic of the study. These are: obstacles related to leadership, administration and organization, programs, study subjects, scientific research, social service and infrastructure.
The questionnaire was reviewed by referees who are specialized in education , administration and quality and was validated. The study community consists of all medial academic leadership in Sana'a University, situated in Sana'a city, who work as Deans, Vice Deans and Heads of Departments. The total number is 131 individuals, in the academic year 2012-2013. A total of 107 responded to the study with a percentage of 81.7% of the study community. The study reached a number of results, here are the most important ones:
1- The results of the study show that the overall average responses of the study sample show that the obstacles standing in the way of implementing the comprehensive quality management in Sana'a University in the field of the study tool is (4.35),with a very high disability.
2- The study shows that the obstacles related to scientific research ranked first with an average calculation of (4.64) with a very high disability. Followed by the field of obstacles related to social service with an average calculation of (4.57) with a very high disability. Followed by the field of obstacles related to administrative and organizational issues with an average calculation of (4.37) with a very high disability. Followed by the field of obstacles related to infrastructure with an average calculation of (4.37) with a very high disability. The penultimate rank is occupied by obstacles related to leadership issues with an average calculation of (3.96) with a high disability. The ultimate rank is occupied by obstacles related to programs and study subjects with an average calculation of (3.74) with a high disability.
3- There is no presence of differences with statistical implications at the implication level (α ≤ 0.05) Between the average estimations of the individuals of the study sample of the obstacles standing in the way of implementing the total quality management in Sana'a University. This is due to the study variables ( what kind of colledge, what kind of job, academic ranking, the source of the last academic qualification and the number of years serving in the university.
