Abstract

Combat policy in the Qur'an is a topic of global controversy, and this controversy has resulted in many relational policies between Muslim countries and others, and calls to change curricula and strip them of the verses of jihad were one of the demands. It is indeed saddening that global arrogance tries to attach the accusation of terrorism to the Islamic religion, and is supported by a wide audience of Western society, either out of ignorance of religion or aggression. I have tried to raise by "Al-Takmeel([1])" or complementing of some of the combat verses as a contribution to the realization and understanding of the connotations of the Qur'anic text of the verses of combat, springing from the Arabic language and grammar, to study the Qur'anic text of the verses of combat in non-narration texts, striped from the burden of interpretation, even if I cited them after the linguistic analysis process, aiming through this research to know the legal controls for the legislation of jihad and fighting in Islam, and is it really valid for the charge of terrorism, or is it just a misleading suspicion, not based on evidence?

I adopted the descriptive approach based on induction and analysis to conduct this research, whose importance is shown through the conflict, vulnerability and accusation of terrorism that Muslims live in today. After conducting the research, I concluded that the verses that talked about jihad and fighting are wise in legislation, controlled in laws and humane in assignment, and that the accusation of terrorism attached to Islam is baseless, as jihad in Islam is nothing but a reaction to the tyranny of the arrogant, who began with murder, siege, displacement, fighting, and assembling enemies against Islam.
