Abstract

The aim of the research is to identify the duties of the shepherd and the parish in the light of the Holy Qur’an, and to highlight the impact of the Holy Qur’an in treating some political issues, and to identify the most important aspects of excessive and negligence in the duties of the shepherd and the parish.

The researcher relied on the inductive deductive method.

The research dealt with the duties of the shepherd between excessive and negligence in the light of the Holy Qur’an, and the duties of the parish between excessive and negligence in the light of the Holy Qur’an.

The research concluded a number of results, the most important of which are:

1/ The difference between excess and negligence is what Al-Jarjani mentioned when he said: (Excess is used to exceed the limit from the side of addition and perfection, and negligence is used to exceed the limit from the side of deficiency and negligence).

2/ The imamate takes place by the choice and pledge of allegiance from among the people of the solution and the contract, or by appointing a group that chooses the crown prince, or the pledge of allegiance is established by force, dominance and oppression, or the pledge of allegiance is established by free and direct election.
