The researcher used the descriptive approach, and the study reached several results, the most notable of which are: the most important methods of teaching reading to non-native speakers are: the literal, partial, total, integrative, sectional, and synthetic methods. Also, the levels of teaching reading to non-native speakers are the skills of recognition, understanding, criticism, and interaction. Moreover, one of the goals of teaching reading to non-native speakers is for the student to be able to link written symbols with the sounds that express them in the Arabic language, the ability to read aloud, correct pronunciation, and inferring general meaning directly from the printed page. Furthermore, one of the techniques of developing reading skills for non-native speakers is for the reading material to be in classical Arabic, free of colloquial Arabic, and to suit the students’ interests, inclinations, and age.
